  11. This note is a revision of NWG/RFC 10 and 16.

  13. The Network Working Group consists of interested people from existing or
  14. potential ARPA network sites.  Membership is not closed.
  15.  
  16. The Network Working Group (NWG) is concerned with the HOST software,
  17. the strategies for using the network, and initial experience with the
  18. network.
  19.  
  20. Documentation of the NWG's effort is through notes such as this.  Notes
  21. may be produced at any site by and included in this series.

  24. CONTENT
  25.  
  26. The content of a NWG note may be any thought, suggestion, etc. related
  27. to the HOST software or other aspect of the network.  Notes are
  28. encouraged to be timely rather than polished.  Philosophical positions
  29. without examples or other specifics, specific suggestions or
  30. implementation techniques without introductory or background explication,
  31. and explicit questions without any attempted answers are all acceptable.
  32. The minimum length for a NWG note is one sentence.

  35. These standards (or lack of them) are stated explicitly for two reasons.
  36. First, there is a tendency to view a written statement as ipso facto
  37. authoritative, and we hope to promote the exchange and discussion of
  38. considerably less than authoritative ideas.  Second, there is a natural
  39. hesitancy to publish something unpolished, and we hope to ease this
  40. inhibition.

  45. Every NWG note should bear the following information:
  46.  
  47.     1.  "Network Working Group"
  48.         "Request for Comnments: X" (X underscored)
  49.           where X is a serial number.  Serial numbers are
  50.           assigned by Steve Crocker at UCLA.

  52.     2.  Author and affiliation
  53.  
  54.     3.  Date
  55.  
  56.     4.  Title
  57.         The title need not be unique.
